ZATCA E-Invoicing Solution for KSA

The Kingdom of Saudi Arabia (KSA) is undergoing a digital transformation, and the ZATCA  E-invoicing(FATOORAH) initiative is at the forefront. This mandatory program, implemented in phases, requires businesses to transition from paper to electronic invoices. ZATCA e-invoicing was rolled out in two phases,  phase 1 and phase 2.

• All taxpayers (except non-residents) started issuing electronic invoices (FATOORAH) through compliant software, similar to how they were generated before.

• These invoices include additional fields depending on the transaction type.

Phase 2 (January 1, 2023 onwards – rolled out in waves):

• This phase involves introducing more technical and business requirements for electronic invoices and solutions.

• Taxpayers are integrated with ZATCA’s systems for seamless data exchange.

• Rollout happens in waves based on taxpayer groups, with notifications sent six months in advance.
